MENA Scholarship Programme (MSP)

The MENA Scholarship Programme aims to support societal development in the Middle East and North Africa (MENA) region. It provides opportunities for professionals to participate in short courses, enhancing capacity within organizations in various fields of study.

Eligible courses

For 2025:
– Integrity and Anti-Corruption
– Local Economic Development
– Multilevel Water Governance
– Gender Responsive Governance
– Fiscal Decentralisation and Local Finance
– Digital Transformation in the Public Sector

For 2026:
– Local Security and Peacebuilding
– Citizen Participation and Inclusive Governance
– Inclusive Service Delivery and WASH
– Urban Governance: Resilient and Smart Cities
– Local Climate Response
– Migration and Local Authorities

About The Hague Academy for Local Governance
The Hague Academy for Local Governance offers practice-oriented training courses and study visits for civil servants, local practitioners, and professionals at donor and development organizations.

Scholarship benefits
– Covers tuition fees for short courses.
– May include travel and accommodation expenses.

Eligibility criteria
Applicants must:
– Be professionals from one of the eligible countries: Algeria, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Mauritania, Morocco, Oman, and Tunisia.
– Be 45 years old or younger at the application deadline.
– Not be employed by an organization that has its own staff development funding (e.g., international development organizations or private companies).
– Have at least two years of work experience in a relevant field.
– Have strong English language skills (as all courses are in English).
– Provide written support from their employer to participate and implement the Back Home Action Plan.
– Work in one of the priority areas related to the thematic approach of the MENA Scholarship Programme in their country.

Application process
Applicants must answer three key questions in their application:
1. What issue or problem do you want to address in your country?
2. How will this training course help you address this issue?
3. How will you apply this knowledge in your organization?
